Position Title: National Supply Chain Officer

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefitof all. It does so by providing services and advice to governments and migrants.

Context

Under the overall and direct supervision of IOM Bulgaria Head of Office, the successfulcandidate will be accountable and responsible for supply chain activities, guided by Supply Chain Management (SCM) objectives to deliver quality goods/services to the beneficiaries atoptimal price and in a timely manner. 

 

Responsibilities and Accountabilities:

1. Contribute to the strategic planning for supply chain related activities of IOM Bulgaria in close collaboration, with internal and external stakeholders in the country, as well as relevantunits at HQ.

2. Coordinate and monitor all supply chain management related tasks and activities, includingplanning, budgeting, scheduling and provision of goods and services needed by IOM Bulgaria. 

3. Conduct logistics capacity assessment and market research to keep abreast decisionmakersabout local market trends and developments; analyze statistical data and market reports onthe commodity situation, production patterns and availability of good and services.

4. Participate in reviewing existing systems and procedures and, if necessary, recommendpossible improvements to strengthen internal monitoring, evaluation and control systems and improve efficiency and effectiveness. 

5. Contribute to the review of the procurement requests, identify service providers, and evaluate information regarding vendor's performance in terms of quality, prices, and timelydelivery of goods/services. Maintain a pool of qualified vendors. 

6. Solicit bids, quotations and tender documents, oversee bidding process and provide supportfor executing the procurement transactions, analyze the offers assuring conformity to specifiedrequirements; conduct appraisals and select suppliers, and confirm terms of payment; preparepurchase orders and ensure receiving authorization in line with the IOM Bulgaria’s delegationof authority (DOA) matrix.

7. Liaise with the programme management and provide technical support in preparing and issuance of “Call for Proposals” and bidding documents for the tendering processes of the programmes/projects. Ensure bidding processes are conducted fairly, transparently and in accordance with the existing procurement rules and regulations. 

8. In coordination with relevant parties, ensure timely submission of asset, procurementand other reports within IOM Bulgaria, Regional Office and relevant HQ departments, asappropriate.

9. Perform such other duties as may be assigned.

 

Required Qualifications and Experience

Education

• Bachelor’s degree in  Business Administration, Supply Chain Management, Logistics, Procurement,  International Affairs, Social Sience, or a related field from an accreditedacademic institution with two years of relevant professional experience.

• Professional certification with CIPS Level 2/equivalent or higher.

 

Experience

• Experience in managing diverse procurement and logistics operations; and, 

• Demonstrated experience in managing vendors and suppliers;

• Experience in emergency operations is an advantage;

 

Skills

· Extensive knowledge of IOM/UN internal procurement and financial rules, as well as IOM's system and processes;

· Excellent level of computer literacy and good knowledge of SAP / Oracle in an advantage;

· Demonstrated ability to act independently and exercise sound judgment;

· Ability to work under pressure;

· Demonstrated ability to prepare clear and concise report;

 

Languages

IOM’s official languages are English, French, and Spanish.

 

Required

For this position, fluency in Bulgarian and English is required (oral and written).

 

Desirable

Knowledge of other UN (French, Arabic, Russian, Spanish or Chinese) languages is an advantag
